La seguridad humana en los albores del siglo XXI: una aproximación desde las Relaciones Internacionales

Resumen
A partir de 1994 entra en la escena internacional de manera formal el concepto de seguridad humana
(de ahora en adelante SH). La organización que lo presenta al mundo es el Programa de las Naciones
Unidas para el Desarrollo (PNUD), a través de su Informe sobre Desarrollo Humano de 1994 (de
ahora en adelante IDH94).
Esta noción presenta una serie de característica que están relacionadas con el concepto de
desarrollo y los derechos humanos, y por otro lado también tiene la particularidad de crear
diferencias con el concepto de seguridad internacional que se abrazaba en la escena internacional
anterior y durante la Guerra Fría.
Su objeto de referencia es el individuo, y su enfoque no solo es nacional ó interestatal, sino
multidimensional. Se refiere a estar libre de cualquier amenaza, y también a contar con
oportunidades para el pleno desarrollo de las potencialidades humanas...

The organization that presented it to the world was the United Nations Development Program (UNDP), through its 1994 Human Development Report (hereinafter HDR94). This notion presents a series of characteristics that are related to the concept of development and human rights, and on the other hand, it also has the particularity of creating differences with the concept of international security that was embraced in the international scene before and during the Cold War.
