Resumen
El presente proyecto nace en el curso Consultoría y Asesoría Empresarial, el cual es el curso final
de la maestría en administración de Recursos Humanos, y cuyo cometido es ejecutar un proyecto
de consultoría empresarial. Siendo así que se decide aprovechar los resultados obtenidos de la
auditoría realizada en el Colegio de Ingenieros Tecnólogos en Costa Rica (CITEC), como parte del
curso Auditoria de Recursos Humanos, cuyo fin fue evaluar los mecanismos de control y
procedimientos de cultura organizacional aplicados en la actualidad, su funcionamiento y
adecuación acorde a los objetivos definidos para el presente año, todo ello con la finalidad de
formular una propuesta de mejora para la organización.
El Colegio de Ingenieros Tecnólogos en Costa Rica (CITEC) es un colegio profesional “una
asociación de carácter profesional y estatal conformada por graduados de una misma área.” “Esta
institución está amparada por el Estado, por eso es reconocida por las instituciones públicas y
privadas. Además, está regida por leyes reconocidas por la Organización Mundial de Consejos
Interprofesionales OMCI y debe estar acreditada.” (Universidadescr, 2016).
El presente proyecto de consultoría se enfoca en la elaboración de un plan para el fortalecimiento
de la Cultura Organizacional para el Colegio de Ingenieros Tecnólogos de Costa Rica (CITEC),
esto a partir de que se evidenciaron desviaciones significativas en cuanto al entendimiento y
ausencia de una Cultura Organizacional definida, al comprender que ésta forma parte de la esfera
de la gestión de los Recursos Humanos en lo correspondiente al proceso de capacitación y
desarrollo del personal, lo cual impacta en el cumplimiento de los objetivos estratégicos, ya que
una institución con creencias, hábitos, valores, normas, actitudes, costumbres y tradiciones claras
promueve conductas positivas en su fuerza laboral, lo que a su vez se traducen en una mejora en la
productividad y de la proyección de la organización hacia afuera.
This project was born in the Business Consulting and Consulting course, which is the final course of the master's degree in Human Resources administration, and whose purpose is to execute a business consulting project. Thus, it was decided to take advantage of the results obtained from the audit carried out at the College of Technological Engineers in Costa Rica (CITEC), as part of the Human Resources Audit course, whose purpose was to evaluate the control mechanisms and organizational culture procedures applied in the present, its operation and adaptation according to the objectives defined for this year, all with the purpose of formulating an improvement proposal for the organization. The College of Technological Engineers in Costa Rica (CITEC) is a professional association "a professional and state association made up of graduates from the same area." “This institution is protected by the State, that is why it is recognized by public and private institutions. In addition, it is governed by laws recognized by the World Organization of Interprofessional Councils OMCI and must be accredited. " (Universidadescr, 2016). This consulting project focuses on the development of a plan to strengthen the Organizational Culture for the College of Technological Engineers of Costa Rica (CITEC), this from the fact that significant deviations were evidenced in terms of the understanding and absence of a Defined Organizational Culture, by understanding that this is part of the Human Resources management sphere in relation to the training and development process of personnel, which impacts on the fulfillment of strategic objectives, since an institution with beliefs, Clear habits, values, norms, attitudes, customs and traditions promote positive behaviors in the workforce, which in turn translate into improved productivity and outward projection of the organization.
