Por otro lado, identifica la capacidad técnica del personal y los recursos tecnológicas de la Municipalidad de Pérez Zeledón para hacer frente al proceso de recaudación. Es una investigación descriptiva-cualitativa. Se realizó una entrevista a 10 funcionarios que tienen relación directa con el proceso de cobro y 20 contribuyentes en estado de morosidad. Las conclusiones de la investigación encuentran que existe una coincidencia entre la opinión de las personas morosas y los funcionarios municipales, ambos consideran que se debe a la falta de campañas municipales que permitan recordar al contribuyente las fechas de cobro por parte de la municipalidad.The internal and external factors affecting tax collection in the municipality of Pérez Zeledón are identified. These include identifying the reasons why defaulters fail to pay and determining the political conditions that interfere with the collection process. It also identifies the technical capacity of the staff and technological resources of the Municipality of Pérez Zeledón to deal with the collection process. This is a descriptive-qualitative study. Interviews were conducted with 10 officials directly involved in the collection process and 20 taxpayers in arrears.
