For the first 30 years of the research, a documentary and bibliographic review will be carried out with the objective of determining the evolution of the options for access to decent housing that the middle class has had, while for the last 10 years, period 2010-2020, the statistical information related to these people will be filtered through the ENAHO. The document is structured in five chapters. The first chapter presents the introduction to the research, which is made up of the background, justification, problem statement and research objectives. The second chapter presents the theories and concepts that support the research; it considers the definition of housing, public policies as a government response to the housing problem, the factors that affect housing tenure and finally the relationship between housing and human development. The third chapter contains the methodology used to meet the objectives set out, specifying the methodological approach, the type of research, the subjects and sources of information, the study population, and the research techniques and instruments. The fourth chapter presents the results of the research. It begins with a historical section that shows the evolution of the options for access to decent housing for the middle class. This is followed by three sections to make the current reality visible, one that describes the current access options, both in the public and private sectors, one that uses the ENAHO to characterize the middle class in Costa Rica, and a final one that identifies the factors that have the greatest impact on housing tenure.
