Cordero Aguilar, Marcos2024-08-062024-08-061986http://hdl.handle.net/11056/28743El presente trabajo tiene como propósito fundamental dar a conocer de manera adecuada las características, las funciones y objetivos y las formas de cooperación que revisten no sólo los organismos internacionales de Naciones Unidas, sino también otras organizaciones intergubernamentales y no gubernamentales que brindan cooperación internacional en ciencia y tecnología. En este sentido procuramos abarcar la información necesaria, básica y elemental de cada organización, para comprender y conocer mejor las formas de trabajo o los programas que desarrollan dichas organizaciones en el campo de la cooperación científica y tecnológica. La información sobre cada organismo comprende datos como los antecedentes; la estructura, es decir, sus órganos principales; los objetivos y funciones; actividades o áreas de trabajo; programas especiales en algunos casos; financiación del organismo en otros; y las formas o mecanismos de cooperación. No obstante la importancia, cada vez más creciente, de las organizaciones no gubernamentales en el campo de la cooperación para el desarrollo, esta investigación se inició con los principales organismos del sistema de las Naciones Unidas, no sólo por el volumen de la cooperación que realizan, sino también por la experiencia que han desarrollado al ser los pioneros y haber sembrado las primeras semillas de lo que hoy conocemos como la Cooperación Técnica Internacional dentro del sistema de las Naciones Unidas. Por lo tanto, la idea básica, por un lado, que motivó esta investigación fue la de reunir un solo documento la información general en las sobre los principales organismos de las Naciones Unidas ligados al campo de la ciencia y la tecnología y, por otro, recopilar información de otras organizaciones intergubernamentales y no gubernamentales como se dijo anteriormente que ofrecen diferentes formas de cooperación técnica internacional, la cual puede ser aprovechada por nuestro país. Asimismo, como parte integrante del trabajo se elaboró un anexo con los principales formularios e instructivos usados en las solicitudes de cooperación técnica internacional del sistema de las Naciones Unidas, el cual puede ser de gran utilidad para las instituciones del sector público y para los que trabajan en la materia. Dada la abundancia de datos de cada organismo, se procuró seleccionar la información de mayor importancia, sobre todo para los funcionarios del sector público que trabajan en cooperación técnica internacional. De lo que se trata, en realidad, es de tener un conocimiento general de las organizaciones internacionales que nos permita una mayor comprensión y manejo de las fuentes, para una mejor utilización de los recursos externos de cooperación internacional. Desde este punto de vista, este documento puede convertirse en una fuente de información y de consulta para las instituciones nacionales responsables de la ciencia y la tecnología. Al mismo tiempo, con el fin de darle cierta unidad a este trabajo, se incluyó una parte teórica que expone el concepto de organismo internacional y su clasificación correspondiente. Se conceptualiza, también, a los organismos especializados y órganos subsidiarios de las Naciones Unidas, y se hacen algunas consideraciones generales sobre las características y modalidades que reviste la cooperación técnica internacional.The main purpose of this paper is to provide adequate information on the characteristics, functions, objectives and forms of cooperation not only of the international organizations of the United Nations, but also of other intergovernmental and non-governmental organizations that provide international cooperation in science and technology. In this sense, we have tried to cover the necessary, basic and elementary information on each organization, in order to better understand and know the forms of work or the programs developed by these organizations in the field of scientific and technological cooperation. The information on each organization includes data such as background information; structure, i.e., its main bodies; objectives and functions; activities or areas of work; special programs in some cases; financing of the organization in others; and forms or mechanisms of cooperation. Notwithstanding the growing importance of non-governmental organizations in the field of development cooperation, this research began with the main agencies of the United Nations system, not only because of the volume of cooperation they carry out, but also because of the experience they have developed as pioneers and have sown the first seeds of what we know today as International Technical Cooperation within the United Nations system. Therefore, the basic idea, on the one hand, that motivated this research was to gather in a single document the general information on the main United Nations agencies linked to the field of science and technology and, on the other hand, to compile information from other intergovernmental and non-governmental organizations, as mentioned above, that offer different forms of international technical cooperation, which can be used by our country. Also, as an integral part of the work, an annex was prepared with the main forms and instructions used in requests for international technical cooperation from the United Nations system, which can be very useful for public sector institutions and for those working in the field. Given the abundance of data from each agency, an effort was made to select the most important information, especially for public sector officials working in international technical cooperation. In fact, the idea is to have a general knowledge of international organizations that will allow us to better understand and manage the sources in order to make better use of external international cooperation resources. From this point of view, this document can become a source of information and consultation for national institutions responsible for science and technology. At the same time, in order to give a certain unity to this work, a theoretical part was included that explains the concept of international organization and its corresponding classification.
