La recolección de información se dio mediante las técnicas investigativas de entrevistas semiestructuradas y la recolección documental, todo esto mediante un paradigma interpretativo con enfoque cualitativo. Dentro de los principales hallazgos se encuentra que la participación es diversa pero desigual y poco representativa de ciertos sectores. El Comité Directivo tiene un rol activo, pero presenta debilidades en cuanto a liderazgo y a la continuidad; también se descubrieron limitantes metodológicas en cuanto a la convocatoria y a la validación de información; finalmente, hay falta de claridad en algunos roles institucionales y de articulación territorial. Se concluye que la participación de las y los actores locales es clave para legitimar y enriquecer el proceso de planificación territorial, pero requiere mejoras metodológicas, mayor inclusión y sostenibilidad. Se recomienda fortalecer los mecanismos de convocatoria y articulación institucional, ampliar la representatividad de sectores sociales en el proceso, implementar la propuesta metodológica como modelo replicable y capacitar a las y los actores locales en participación y planificación. La herramienta metodológica diseñada se adapta a las características específicas del territorio en donde se lleva un proceso por niveles para asegurar así una adecuada recolección y validación de información, con metodologías más adecuadas de acuerdo con las necesidades de las y los actores locales y del territorio.This research presents an analysis of the participation of local stakeholders in the formulation of the 2024–2029 Territorial Rural Development Plan in the territory of Atenas, Palmares, San Ramón, Naranjo, and Zarcero, with the aim of generating a strategy to strengthen the formulation processes that can be implemented in future Territorial Rural Development Plans (PDRTs). Data collection was carried out using semi-structured interviews and document review, all within an interpretive paradigm with a qualitative approach. Among the main findings is that participation is diverse but unequal and under-representative of certain sectors. The Steering Committee plays an active role but exhibits weaknesses in terms of leadership and continuity. Methodological limitations were also discovered regarding the convening process and the validation of information. Finally, there is a lack of clarity in some institutional roles and territorial coordination. The study concludes that the participation of local stakeholders is key to legitimizing and enriching the territorial planning process, but it requires methodological improvements, greater inclusion, and sustainability. It is recommended to strengthen the mechanisms for convening and institutional coordination, broaden the representation of social sectors in the process, implement the proposed methodology as a replicable model, and train local stakeholders in participation and planning.
