En él se enfatiza la necesidad de rediseñar las carreras y de articular las funciones universitarias con el desarrollo regional. El documento se sustenta en los lineamientos institucionales establecidos para este fin y se enriquece con diagnósticos de carácter regional e institucional. Para su formulación se consideraron diversos documentos de referencia, entre ellos el Plan Global Institucional 2004-2011 de la Universidad Nacional, el Plan Nacional de la Educación Superior Estatal 2006-2010 elaborado por el CONARE, y el Plan Estratégico para el Fortalecimiento del Sistema de Ciencia, Tecnología e Innovación a nivel local y regional desarrollado por CORECIT-Brunca, entre otros. Asimismo, se promovió la participación de la comunidad universitaria mediante la conformación de comisiones integradas por personal de los distintos departamentos, áreas y direcciones académicas, con el fin de garantizar un proceso inclusivo y representativo.This strategic plan guides the institution's academic work for the next four years. It emphasizes the need to redesign academic programs and align university functions with regional development. The document is based on established institutional guidelines and is enriched by regional and institutional assessments. Several reference documents were considered in its formulation, including the National University's 2004-2011 Global Institutional Plan, the 2006-2010 National Plan for State Higher Education prepared by CONARE, and the Strategic Plan for Strengthening the Science, Technology, and Innovation System at the local and regional levels developed by CORECIT-Brunca, among others.
