El propósito de esta investigación es determinar cómo las Tecnologías de la Información y Comunicación influyen de manera positiva en los índices de resolutividad en las instituciones del Estado. A partir de una metodología de corte explicativo. La primera parte de la investigación corresponde a la revisión bibliográfica realizada, mediante estudios realizados por organismos internacionales, así como estudios realizados a nivel país que nos permitió conocer la importancia que tienen las Tecnologías de la Información y Comunicación en términos de eficacia y eficiencia. En la segunda etapa del documento de investigación se entrevistó a todo el personal de primera línea de la Oficina de Dirección Nacional De Desarrollo De La Comunidad Liberia, permitiendo conocer su percepción acerca de las Tecnologías de la Información y Comunicación y la situación actual que experimenta la institución en la aplicación de dichas herramientas, a su vez se aplicó instrumento de cuestionario mediante un sondeo a los Presidentes de Juntas Directivas de Asociaciones de Desarrollo incorporadas a DINADECO Liberia, conociendo la percepción que tienen con respecto a la gestión que realiza la institución y los niveles de resolución con respecto a los proyectos formulados. Dentro de las limitantes se identificó la falta de instrumentos tecnológicos de vanguardia en la oficina de DINADECO Liberia, a su vez se encontraron deficiencias en la actualización del personal que pertenece a la institución en temas relacionados al uso y manejo de TIC lo que viene a generar que los tiempos de espera para la resolución de los proyectos presentados por los demandantes sea un proceso lento y tedioso, la burocracia en que se ven inmersas las instituciones del estado costarricense influyen enormemente en el éxito de la ejecución de los proyectos. La importancia en la implementación de TIC para mejorar la gestión en esta institución vendría a mejorar el escenario en términos de eficiencia y eficacia, perdiéndole a la oficina de DINADECO Liberia digitalizar los procesos, y por ende una mejora en los niveles de servicio hacia las diferentes Asociaciones de Desarrollo. La institución requiere un cambio y el uso de herramientas tecnológicas de vanguardia va de la mano con ese giro que necesita la oficina de DINADECO Liberia, para lograr una mejora en la gestión y optimizar los procesos en la prestación de servicios a las diferentes Asociaciones de Desarrollo, las TIC juegan un papel muy importante para cumplir ese objetivo y lograr mejoras sustanciales en la eficacia de las gestión de los recursos de manera que favorezcan a todas las comunidades, por lo tanto invertir en instrumentos tecnológicos es necesario para alcanzarlos, por otro lado capacitar y actualizar al personal periódicamente de manera que puedan potencializar su habilidades técnicas.Today's technological advances have allowed a large part of the population to increase their social progress, but it should be emphasized that such progress does not generate an equitable benefit in the different strata of society, there are various sectors to which these technological innovations do not they allow them to capture some benefit, which marks a disadvantage with the parts of the population that can access and use these technologies.
