Análisis del modelo de financiamiento del Seguro Social de Costa Rica periodo 2009-2014.

Abstract

El presente trabajo de investigación hace un análisis del modelo de financiamiento del Seguro de Salud de Costa Rica, evaluando en especial la universalización y el comportamiento de los ingresos y egresos del Sistema de Salud de Costa Rica. El principio de universalización se refiere al acceso que tienen todos los habitantes de un país a los servicios médicos. Por lo tanto, la disponibilidad de financiamiento para atender los requerimientos de la población es uno de los principios fundamentales en los sistemas de Seguridad Social gratuita. La metodología utilizada se basa en el análisis de los datos de ingresos, egresos y cobertura de la Caja Costarricense de Seguro Social (CCSS); así como otras variables del entorno económico. Con la información obtenida, se realizó un análisis horizontal y vertical de los egresos e ingresos. Estas variables se estimaran mediante el método de extrapolación, lo cual permitió relacionar los ingresos y egresos, con el fin de observar el comportamiento del sistema financiero del Seguro de Salud de Costa Rica (SEM), en el mediano plazo. Los objetivos de la investigación pretenden analizar la composición del sistema de financiamiento del Seguro de Salud de Costa Rica (SEM) y la evolución de los principales indicadores que le afectan y posteriormente conocer alternativas de financiamiento en Salud de los países seleccionados Brasil, México y Chile, con el fin de proponer opciones de financiamiento alternativas para el sistema de Seguro de Salud de Costa Rica. En síntesis, el presente trabajo permite observar la evolución de los ingresos y egresos totales del Seguro de Salud durante el período 2009-2014, mostrando una mejoría en el comportamiento financiero del presupuesto de este Seguro, lo anterior como producto a la reducción de los egresos.

This research focus on the analysis of the financial model of the Social Security System in Costa Rica, making a deep evaluation of the universalization and the evolution of income and expenses of the Social Security System in Costa Rica. Universalization refers to the access of everyone to medical services. Therefore the condition to finance the health services in a fundamental issue of the Social Secure system. The methodology is based on the analysis of income and expenses and population coverage of the Caja Costarricense de Seguro Social (CCSS), but also the consideration of other economics variables. Using this data the study estimate income and expenses, by mean of extrapolation method, this estimation allow analysing the trend of those variables across the period. The main objectives of this research are focus on have a better understanding of the real financial situation of the C.C.S.S as a starting point to recommend funding options of the Costa Rican Social Security System and the factors that affect it. Moreover, know the alternatives of financial health in Brazil, Mexico, and Chile and set the different financial alternatives for the Social Security System in Costa Rica. In summary, this study will allow us to see the movement of the outcomes and incomes of the Health Insurance during the period 2009-2014. It shows an improvement of the financial budget that was caused by the reduction of the expenses of this insurance.
