Actores no tradicionales de la cooperación internacional en Costa Rica durante el periodo 2006-2010

Abstract

El presente estudio nace a raíz de la identificación de la importancia de generar un estudio sobre la Cooperación No Tradicional (CNT). Esta es una nueva modalidad de Cooperación poco percibida por los entes oficiales del Gobierno de Costa Rica. Esto se debe a la poca sistematización de información referente a la Cooperación No Tradicional (CNT) entre instituciones y ONG’s, de igual manera, existe un acceso limitado al rastrear los flujos de la CNT en Costa Rica. En este sentido, se determinó realizar dicha investigación bajo la modalidad de Seminario, contribuyendo con la investigación “Dinámicas de la Cooperación Internacional en el siglo XXI" adscrito a la Escuela de Relaciones Internacionales y del cual es responsable el profesor Frank Salazar Chacón. Por lo tanto, el objetivo de dicha investigación recae en el análisis de aquellos actores no tradicionales de la CI en Costa Rica durante el periodo 2006-2010, con el fin de definir a estos actores en el marco de la CNT, específicamente en las categorías de educación, medio ambiente y religión, así como identificar cuál es la importancia y el accionar de estos en la CNT que se desarrolla en el país. El periodo de la investigación se enmarca en el segundo gobierno del presidente Arias Sánchez, supone el regreso de una agenda internacional activa, la cual se ve refleja en la CI, a raíz de esto se observa el posicionamiento de dos temas que medulares en esta investigación, el medio ambiente y la educación. No obstante, es importante dejar en claro que esta investigación no se concentra en la gestión de la administración de este gobierno, sino que sitúa el problema en un marco temporal específico, así como a los actores que intervinieron en este tiempo. La investigación tiene como fin cualitativo presentar tal cual se dio la Cooperación Internacional No Tradicional, tanto caracterizado, como delimitado por una administración activa en el plano internacional en las categorías ya definidas. Las premisas más importantes de la Cooperación Internacional para el Desarrollo (CID) serán explicadas a lo largo de la investigación, primordialmente en la Sección III. En esta misma sección, se ahondará en las modalidades de Cooperación mayormente conocidas. En la Sección IV, se pretender señalar similitudes o discrepancias entre la CNT y los tipos de Cooperación mencionadas en la sección anterior. Finalmente, en la Sección V, se identifican los actores para cada categoría en estudio y se explicará la connotación de estos actores quienes desarrollaron sus proyectos bajo la modalidad de la Cooperación No Tradicional. De igual manera, se espera otorgar al lector del presente documento un mapeo de actores en la quinta sección, esto con el fin de reconocer el alcance geográfico de este flujo de Cooperación y de esta forma evidenciar si existen zonas de especial interés para los cooperantes. El principal resultado de la investigación consiste en la identificación de actores de la CNT, así como la caracterización de la propuesta del concepto en construcción de la CNT, debido a que la inexistencia de una concepto oficial y reconocido constituye una delimitación de un espacio que no parece tener registro en nuestro sistema de Cooperación; sin embargo, como evidencia este trabajo es posible identificar nexos y relaciones con el objeto al que nos aproximamos a partir de las acciones de distintos actores que gestionan CID en Costa Rica.

This study was born as a result of the identification of the importance of generating a study on Non-Traditional Cooperation (CNT). This is a new type of Cooperation little perceived by the official entities of the Government of Costa Rica. This is due to the little systematization of information regarding Non-Traditional Cooperation (CNT) between institutions and NGOs, likewise, there is limited access when tracking the flows of the CNT in Costa Rica. In this sense, it was determined to carry out said investigation under the Seminar modality, contributing with the investigation "Dynamics of Cooperation International in the XXI century "attached to the School of International Relations and of which Professor Frank Salazar Chacón is responsible. Therefore, the objective of said research falls on the analysis of those actors non-traditional IC in Costa Rica during the 2006-2010 period, in order to define these actors within the framework of the CNT, specifically in the categories of education, environment and religion, as well as identify what is the importance and actions of these in the CNT that takes place in the country. The period of the investigation is part of the second government of President Arias Sánchez, represents the return of an active international agenda, which is reflected in the CI, as a result of this, the positioning of two issues that are central in this research, environment and education. However, it is important to make clear that this research does not focus on the management of the administration of this government, Rather, it places the problem in a specific time frame, as well as the actors who they intervened at this time. The research aims to qualitatively present as is Non-Traditional International Cooperation occurred, both characterized and delimited by an active administration at the international level in the categories already defined. The most important premises of the International Development Cooperation (ICD) they will be explained throughout the investigation, primarily in Section III. In this same section, the most well-known cooperation modalities will be explored. In Section IV, it is intended to point out similarities or discrepancies between the CNT and the types of Cooperation mentioned in the previous section. Finally, in Section V, identify the actors for each category under study and the connotation of these will be explained actors who developed their projects under the modality of Cooperation No Traditional. Likewise, it is expected to provide the reader of this document with a mapping of actors in the fifth section, this in order to recognize the geographic scope of this flow of Cooperation and thus show whether there are areas of special interest to cooperators. The main result of the investigation is the identification of actors of the CNT, as well as the characterization of the proposal of the concept under construction of the CNT, because the lack of an official and recognized concept constitutes a delimitation of a space that does not seem to be registered in our Cooperation system; However, as evidenced by this work, it is possible to identify links and relationships with object to which we approach from the actions of different actors that manage CID in Costa Rica.
