Este breve ensayo pretende ser un aporte a la siempre compleja relación entre migración y política, enfocando nuestro lente en la interrelación entre dos fenómenos con una indiscutible vigencia en el contexto mundial actual: el auge de los proyectos denominados populistas —para algunos, neopopulistas— y su construcción propia de ‘el otro’ —específicamente de ‘el otro’ inmigrante—. Esta última parte de la manipulación del miedo yla incertidumbre, en tanto elementos fundamentales en su retórica y discurso, así como componentes necesarios para justificar y legitimar sus propias aspiraciones políticas, su razón de ser y tanto su acceso como su permanencia en el poder. Todo esto tiene un profundo impacto en la compresión y el reconocimiento de los Derechos Humanos. Por otra parte, como pretendemos desarrollar en las siguientes páginas, la relación de los dos fenómenos se enmarca, indefectiblemente, en los procesos actuales de globalización, cuya característica totalizante es, a su vez, altamente excluyente,
deriva en razones y consecuencias directas sobre la movilización humana del presente que es, desde muchos aspectos, inédita en la historia. Lo anterior plantea, entonces, un punto de enlace entre
la globalización y los dos primeros elementos mencionados. Precisamente, el profesor Javier de Lucas (2004) considera que las migraciones son tanto un signo de la globalización y, al mismo tiempo, un mascarón de esta, pues, a más globalización, más migraciones; la principal característica de estas es
que no son libres o voluntarias, sino más bien forzadas. Es decir, las consecuencias de la globalización económica obligan a laspersonas a inmigrar, al tiempo, añadimos, que levanta barreras contra ellas.
De hecho, como complemento de la relación descrita, Arjun Appadurai (2007) explica que los inéditos procesos financieros que caracterizan la globalización Son reproducidos por los nuevos tipos de
migración, tanto de las élites como de los proletarios, que crean tensiones sin precedentes entre identidades de origen, identidades de residencia e identidades de aspiración para muchos inmigrantes del mercado de trabajo mundial (p. 54). En las páginas siguientes, una vez establecidas las aracterísticas actuales de la globalización —distinguida por la propagación de miedos e incertidumbres, cuestión clave para el presente análisis—, como un proceso que afecta no únicamente el crecimiento de la migración —mayoritariamente forzada—, se ahondará en la medida que influye en el incremento de la presencia de políticos y sus proyectos, basados en discursos de índole populista, y cómo establecen una parte importante de su retórica y autojustificación, en una elaboración del otro, del extraño, del inmigrante, como una recelosa minoría que pone en peligro los elementos propios de una supuesta construcción nacional; esto con el objetivo de la obtención y el mantenimiento del poder. En esta última parte, por consecuencia, se identificarán los principales fundamentos del discurso populista en torno a ese otro inmigrante. En algún momento de la historia reciente, la inmigración dejó de ser parte de una óptica administrativa de egresos e ingresos para acaparar —no sin polémicas y acaloradas discusiones—
otras áreas, lo cual solo hace justicia a la complejidad de un fenómeno tan antiguo como la humanidad misma. La humanidad se ha desarrollado a partir de la relación con su entorno y este ha sido cambiante, retador y dinámico, lo que ha influido en que las masas humanas adoptaran el traslado como una herramienta primaria, con miras a encontrar las condiciones apropiadas para su establecimiento y reproducción. En ese momento, es cuando la riqueza y variedad de la especie humana permitió que algunos se adaptaran a la Tierra del Fuego y otros a las estepas rusas; pero, no sin antes peregrinar.
La capacidad de desplazamiento es, junto con la de reproducción, la fuerza que dio como resultado la ocupación del mundo (Livi, 2012). Este proceso, mucho más antiguo que lo que hoy denominamos Estados o fronteras, demostró la necesidad de la especie humana de buscar un lugar apto para sobrevivir, un sitio para desarrollarse a sí mismo y comprenderse en su creciente complejidad. Libros tan antiguos como la Biblia o el Popol Vuh ya hacían referencia al andar de los seres humanos por tierras nuevas, en búsqueda de mejores condiciones y recursos para la supervivencia, o huyendo de los peligros naturales o de otros seres humanos. La abundante evidencia arqueológica no deja lugar a dudas de que el ser humano, en muchas de sus fases de evolución, optó por el traslado para asegurar su supervivencia y la de los suyos. Después de darnos la libertad para dar un salto cuantitativo de algunos millones de años, podemos asegurar que la migración sigue siendo un proceso continuo y vigente. Actualmente,
se muestra como un fenómeno que deriva de muchas situaciones propias y ajenas, al tiempo que es un tema transversal desde un punto de vista científico, pues la arqueología, la biología, la ciencia política o hasta la arquitectura tienen algo que decir para abordar tal proceso, sus resultados y sus consecuencias.
Tomando en cuenta un planeta altamente interconectado, con una antes impensable facilitación de comunicaciones físicas y virtuales, la migración adquiere nuevas condiciones —a la vez que nuevas y más sofisticadas barreras— con consecuencias innegables en las sociedades de acogida y las de origen. Esto se ve profundizado con las constantes escaladas de violencia, en las cuales son las personas civiles las primeras afectadas y las que toman la decisión de dejar todo y buscar seguridad, ahora sí, fuera de sus fronteras. Las sociedades de acogida se ven indefectiblemente afectadas en diversos niveles —dependiendo de la magnitud y del tiempo de la inmigración—, por ende, la decisión política establece
disposiciones para relacionarse con la afectación existente. Las acciones dependen de múltiples factores valorativos y de intereses que les son atinentes por el hecho de ser la élite política. Desde esta realidad, el inmigrante no es ya únicamente un integrante potencial —temporal o permanente— de esta sociedad
de acogida, quien motiva discursos y acciones políticas tendientes a su integración o rechazo, sino que ha pasado a ocupar un lugar importante en ese discurso político, pero ya no en función de su situación como migrante, sino de intereses políticos. Esto quiere decir que, en los discursos políticos recientes, el inmigrante es un recurso para explotar, de acuerdo con ambiciones políticas de diversos actores, y estos, en los últimos años, se han identificado en los discursos populistas de la derecha mundial. Entonces, tomando en cuenta lo anterior, el presente ensayo pretende ahondar en las principales características de la construcción de ‘el otro’ inmigrante, como un componente fundamental de los discursos de la derecha populista de la actualidad, convirtiéndole en un recurso político en sí mismo. Esto debe comprenderse necesariamente en un contexto de globalización, particularmente económica, que juega un rol crucial en la profundización de relaciones de desigualdad entre regiones y países, favoreciendo los factores de expulsión y atracción de migrantes. El Proyecto denominado Fortalecimiento de
organizaciones rurales productoras de bienes y servicios para comercialización en los mercados locales: cuatro casos en la región Chorotega (Carrillo-Sánchez y Fonseca-Argüello, 2018-2020) es adjudicado con fondos del Fondo Universitario para el Desarrollo Regional (Funder) de la Universidad Nacional, el cual fue presentado a concurso en el 2017 por la académica Xinia Carrillo-Sánchez de la Sede Regional Chorotega y el académico Hugo Fonseca Argüello de la Escuela de Relaciones Internacionales del Campus Omar Dengo, se adjudicó para iniciar en enero del 2018. La organización rural seleccionada para apoyar y realizar la extensión universitaria fue la Asociación de Productores Agropecuarios de Río Naranjo (Aproagrin), ubicada en el distrito de Río Naranjo (ver figura 1) perteneciente al cantón de Bagaces, provincia de Guanacaste. Como parte de nuestra sistematización de inicio, uno de los primeros pasos fue el ubicar y trabajar con una institución socia que nos facilitara información referente a estas organizaciones, así esta Asociación fue sugerida por el Instituto Nacional de Desarrollo Rural (Inder), institución que de principio a fin ha sido un socio estratégico en el desarrollo de esta experiencia. Dado que una de las estrategias que la Universidad propuso fue la articulación con diferentes actores del sector gubernamental y otras organizaciones, esta misma se realizó formulando un mapeo y proceso de
selección que nos permitiera trabajar en conjunto, obteniendo información de sus quehaceres, de su
situación real y su nivel de evolución, para ese entonces. La Asociación, de inicio, poseía varios temas o áreas a desarrollar o mejorar, así, luego de realizar varios trabajos de acercamiento,
conversaciones y análisis de campo con ellos y la institución escogida para el trabajo, así, se puntualizaron dichas áreas de trabajo encontrándose puntos como en lo administrativo, desarrollo comercial de sus productos, agremiación, trabajo en equipo, creación de canales de venta como asociación, entre otros, por lo que se realizó un diagnóstico profundo de la dinámica que poseían, para entonces, proceder de forma alineada a su quehacer, el abordaje de todos estos temas y establecer las estrategias, herramientas, metodologías a accionar y lograr cumplir los objetivos propuestos en el proyecto.
