Centroamérica y la comunidad europea: diez años de diálogo político y económico 1983-1994

Abstract

Los Estados reaccionan a factores internos y externos partiendo de sus propias realidades, en las que actúan individualmente o asociados de diversas formas con otros.

Los dos subsistemas incluidos en este estudio, exhiben sendos esquemas de integración, inmersos en sus propias particularidades, que de alguna forma constituyen los parámetros de acción de ambos. Centroamérica, una región convulsa en la década analizada, inició una etapa "nueva" de intensificación de relaciones con la Comunidad Europea también inmersa en una época caracterizada por los especialistas como "euroesclerosis"y "europesimismo". "Las relaciones" (objeto de estudio) entre los dos subsistemas, se materializan en las Conferencias de San José, de las que estudiamos las diez Declaraciones Finales, emitidas al término de cada reunión.

Estos documentos recogen expresiones de cada región sobre determinados temas, que bien pueden ser expresiones compartidas o discrepantes. Recogen además, la perspectiva o visión de cada región sobre la crisis de Centroamérica y las posibles soluciones o formas de abordarla. Las diferentes fases del conflicto centroamericano, estuvieron siempre presentes en las relaciones entre las dos regiones y de alguna manera, fueron moldeándolas. De esta forma, el surgimiento del Grupo de Contadora en los albores de la crisis centroamericana, como punto de apoyo en la búsqueda de soluciones a esa crisis, recibió constantemente expresiones de apoyo de parte de la Comunidad.

Luego el Plan Arias sobre el conflicto, que significó un importante momento de reflexión a lo interno de la región, y que es punto de arranque para la búsqueda de soluciones propias, fue apoyado de manera especial por la Comunidad desde el principio

Esquipulas abrió la posibilidad de que la región pusiera en la mesa de discusión, una serie de demandas postergadas durante años por las sociedades centroamericanas, y que estaban en la raíz misma del conflicto. A partir de Esquipulas, las relaciones entre los dos subsistemas cobraron una perspectiva diferente para su desarrollo.

Simultáneamente el subsistema comunitario experimentaba diversas etapas en su evolución, que le permitieron superar aquella euroescletosis y europesimismo, con sus propios recursos políticos y económicos, que también se constituyeron en parámetros de acción en sus relaciones con Centroamérica. El fenómeno de las relaciones entre ambos subsistemas es un proceso con "vida" propia, pero no totalmente independiente de los procesos de integración de cada uno de los Subsistemas.

La teoría escogida para el análisis, que desde luego no es la única válida para estudiar las relaciones entre las dos regiones, permite un acercamiento para observar adecuadamente la dinámica de cada proceso de integración, que de alguna forma influencia el proceso de relaciones entre ambas.

States react to internal and external factors, starting from their own realities, in which they act individually or associated with others in diverse form. The two subsystems including in these study exhibit their own schemes of integration, dipped in their proper particularities, that in a way constitute the parameters of action of both.

Central America, a convulse region during the decade analyzed, initiated a "new" era of intensifying relations with the European Community, also inmerse in an epoch characterized by the specialists as "euroesclerosis" or "europesimism".

"The relations" (object of study) between two subsysterns, are materialized in the Conferences of San Jose, from which we are studying the ten Final Declarations, emitted at the end oi every meeting. These documents gather expressions of every region about determined topics that well can be shared or not expressions. They gather furthermore, the perspective or vision of every region about the Central American crisis and their possible solutions or forms of abording it. The different phases of the Central American conflict were always present in the relations between two regions, and, in a way, these relations were molded through the process.

In this way, the surging of the Contadora Group in the toes of the Central American crisis, as a supporting point in the search of solutions, constantly received expressions of support on behalf of the Community.

Later the Arias Plan, that meant an important moment of internal reflection regarding the Central American conflict, and that is a starting point for the search for Central America's own solutions, was specially supported by the Community from the beginning.

Esquipulas opened the possibility for the region to put on the table of discussion, a series of demands that were procrastinated during years by the Central American societies, and that were in the main root of the conflict.

From Esquipulas, the relations between the two subsystems were assumed with a different perspective for their development.

Simultaneously, the communitary subsystem was experiencing diverse steps of evolution, that permit it in surpass that 'eurousclerosis" and "europesimism", with its own political and economic resources, that also became ne parameters of action in the relations with Central America.

The phenomenon of the relations between both subsystems is a process with its proper "life", but not totally independent of the processes of integration of each one of the subsystems.

The theory that we singled out of the analysis, that of course is not the only one valid to study the relations between two regions, allows an approach to observe adequately the dynamic of every process of integration, that in some manner influence the process of relations between both.
